An Orthopaedic View of The NFL Mandatory Pad Rule

Regarding the recent mandate by the NFL authorities to require football players to wear knee pads and thigh pads. I am confused as to the reasoning why this mandate has been imposed upon the players. From an orthopaedic point of view and as a sports medicine physician who sees football injuries all the time, the only thing that I see that a knee pad or a thigh pad would protect would be to ameliorate contusions. Knee pads and thigh pads do not prevent ligament injuries. I would be curious to see the evidence used to reach this decision.
